To "Blueprint" is automotive slang meaning machining and assembling an engine's reciprocating parts to very precise tolerances.

Let's say the engineer designing a part wants it to be 3 inches in diameter. The tolerance describes how far away from 3 inches the part can be before you throw it away. This might be written 3.000” + 0.003”. The blue printer endeavors to provide a part that is exactly 3 inches. Do this throughout the engine and you have the perfect engine assuming the engineer got it right.
