Vishnu Tuning

Hello everyone,
I hope you can excuse my ignorance on the matter as where i come from, fine tuning a car is an unheard of thing, unless your talking about setting the engine timing.
I read on the February 04 issue of Sport Compact car Magazine that you can gain 40 odd whp with just retarding both your cams by -5 degrees, turbo elbow back exhaust and "tuning". I know that the newer evos and most other performance japanese cars have a self-learning capable e.c.u which adapts itself to minor mods done to the car thus optimising it.
My question that i hope you guys can help me out with is, what is it that you tune? the e.c.u? the engine settings? My concept of the whole thing is that once you do a mod (intake mods or exhaust mods) you'll just have to either reset the e.c.u or wait for the e.c.u to understand the increase of intake/exhaust and thats it!
I noted that the vishnu tuning was done before the cams were set. 233whp stock, then 251whp with RMM exhaust, then 263whp with RMM exhaust and vishnu tuning, then finally 273bhp with the cams set -5. That is 12whp....... by just tuning....... wot?

The ecu understands the mods and maintains the same RICH a/f ratio of about 9.5:1(?) Making the car run leaner adds considerable power
