03 evo VIII revs way too much

03 evo VIII revs way too much

Cruising in first gear doing 15 then stepping on the gas jumps the rpm's from 1500 to 6000 rapidly. But the boost is peeking at only 12!!!! Wtf. Shifting is fine, it's once the clutch is released and the gas is pressed that engine does it again. It's really starting to trip me out so has any one else has the this kind of problem? It's an 03 with 91,000 miles and low mods. AMS exhaust, k&n intake, and a boost gauge installed.
