ICS valve or something else?

So heres the story. I flashed a new map on my car and took it for a spin and everytime I came to a stop my car started dying. It literally will not hold idle at all. I reflashed back to my old map and same story.

If I unplug the battery and start the car while its cold it will idle fine, but the second it warms up and i even press the gas it will instantly die.

I took out the ICS valve and it looked a bit worn, I tried to spin it and it spun freely but then got caught and didn't spin anymore. I put it back in the engine and started the car. And the same thing happened, car will idle fine at cold start but die when it warms up and I press the gas.

Any ideas before I buy a new ics valve
