wategates do not flutter or chatter, you are probably hearing compressor surge

trying to shove more air into the engine than the engine can take at a specific RPM

Does it only do it in a high gear ( 4th-5th ) and at low RPM? The duty cycle of your boost controller may be low causing it to "flutter". This is perfectly normal.

Well it only does it at full boost and now the boost is spiking like crazy even when the boost controller is closed.i was thinking the boost controller is no good. But when it is complety shut why would it spike over 30 psi it should only work of the wastgate spring.

try it with no boost controller - hook one line from the pressure source to the bottom port of the wastegate, leave top port open
