How to measure a throttle body, ie 65mm

How to measure a throttle body, ie 65mm

Quick question here. If a throttle body is advertised as a 65mm, which part should be 65mm, the butterfly?
I was sold one by a member here and I think I was misled or scammed. The front opening is close to 70mm, but the rear/butterfly is 60mm.

Flip the butterfly/flipper open and stick a ruller through the opening. Measure the flapper from one edge to the other. Sorry if you have it less than 65mm.
