And yes you need the lines, you can reuse your return line, the other ones you need though, oil supply, and the two water lines

Not really much. I wouldn't do the swap unless it was to add the 10.5 hotside if you had the 9.8 hotside

Yeah you will definitely need a J pipe and yes if you are switching from a 9.8 now to a evo 9 10.5 hotside then it does make a difference. Also if you are on e85 then yes it still does make a difference between evo 8 and 9 in my opinion. Depends what mods you have and what you consider to be a difference too. You can always port the turbo too for a little better flow and power as well. If you get an evo 9 for cheap with the lines and j pipe then in my opinion its worth it.

This Ebay kit has everything you need and it's cheap $45! (you don't wanna reuse copper washers, gaskets, and all those misc items)

Here's my experience going from 8 to 9 turbo:
https://www.evolutionm.net/forums/8880853-post47.html

My opinion is that for autocrossing and street purposes, the evo9 turbo with E85 is a killer setup--very minimal lag and lots of potential (~400awhp near its max). On 93oct, however, I wanted more power and ultimately went with a BBK Full on E85.

Evo 9 water and oil lines work on the 8 motor, but you have to have the 9 j-pipe (compressor outlet piece) too, the 8 one on the 9 turbo will hit the starter. If the 9 turbo you get comes with the lines and the j-pipe, you don't need the install kit.
