Exclamation Evo 9 Wont Crank or Start -

Evo 9 wont start or crank over.... I put my key in and all lights come on and if my doors open it will sound but nothing i think i can hear the starter relay and the fuel pump prime or it might be the injectors idk but when i turn the key absolutely nothing. IF the battery was to low would that be my issue ? i have looked at just about everything that i can think of and that i have found online from others but i keep coming to a dead end. i have had a remote start with my viper alarm for a while but no issues with that ever. I just swapped the turbo and drove it around that day i swapped it with no issues other than i had to jump it the first time i turned the car off but i didn't drive that far so i didn't think much of it drove it more that day and every time i turned the car off it started right back up but there wasn't a whole lot of time between me shutting it off and getting back in to to leave again brought it back home and the next morning the battery died tried to push start it and jump it with no luck and that night when i had it tested it was bad so i replaced it but the place i got the battery (the first one ) warrantied it so they gave me a loaner and i'm going to pick up my new battery in a few days but as for now i have that loaner battery that has nothing on it no label or anything so i'm not sure what it is putting out or what it should be putting out but it didn't crank when i put it in at first so i gave it a jump to try it then and with the cables on it and the other car running and my evo off it was only at 13.3 v so idk what could be the issue i had the starter tested - Good, checked the safety switch- Good (both unpluged and normal) and my grounds were solid and test with multi-meter fine. Checked both under hood fuse box and under dash took me a while but i found any in line fuses and found nothing not one bad fuse in the car, but the car drove fine the day that i put the turbo in so i'm out of ideas on what it could be any input would be much appreciated. I am really starting to run out of options .
Thanks in advance.
