I prefer option number two. If I understand you correctly you have an undamaged wheel/shaft assembly available.

yes, you understand correctly.. I have good working evo 4 turbo. as far as I know both wheels are same on all 4-9 turbos

Not true. They vary in size and material. They are similar year to year, but definitely have changed.

That turbo looks like it was junk to begin with. Return it and buy a turbo in decent condition.

Considering the crack, it will break when you try to bend it. Also, considering the cut, it is extremely likely that it will break at some point during use. It won't hurt the motor when it goes(so long as you have an intercooler), so no fear there. When it breaks, the imbalance will wear out the bearings over time, upon which you will experience the compressor wheel hitting the housing(if this happens and pieces break from the compressor wheel, be sure to check and remove them from the intercooler).

Either deal with its impending doom for the time it lasts, or fix it now.

If it were me, and I did not have money/acceess to fix it properly, I would just bend it back and toss that sucker on. It sounds like that is the route you wnat to take so just go for it.

that's an exhaust wheel and nothing has to do with intercooler, if it brakes parts will just fly into exhaust pipe

p.s. I've already straighten one fin to its original shape with no problems. decided not to touch cracked one to not brake it off
will bolt it up and check what happens after a while

I understand that it is an exhaust wheel, but when it breaks you won't know it, the turbo will eventually begin to eat the bearings up due to imbalance, and then the compressor wheel will hit the housing.
