My steering wheel is hard to turn left or right at all moments even when im driving in a Highway, when i first start the car it's normal for a couple minutes but as i begin driving it the steering wheel gets hard to turn. Fluid level is good no leaks on any of the hoses. Can it be the power steering pump going bad?

 

Could be something in the rack or the pump going bad. But might as well rule out other more simple things first. Have you checked that the tension on your accessory belt is correct? I would also check the condition of the belt itself as well.
