How much power is the evo IX turbo cable of?
Well, to give you an idea, i'm making 430hp and 414 tq with E85 on a stock evo ix turbo with no cams and no intake manifold or oversized throttle body. You should be able to break 450hp with a built motor.
In terms of withstanding it, I don't see why not as long as you are not boosting past 30 psi all day.

it's the other way around, you build a motor to make it withstand a certain turbo size/boost level.

Thats easily obtainable on a ix turbo. For reference my car previously made 356 on an 8 turbo with a 9 10.5 hotside on 26 psi. In the next few weeks ill be re tuned and trying to achieve 425hp on the same turbo still on stock injectors, and on 93.
I am getting my motor rebuilt right now with light weight crower crank shaft, kelford 272cams (that were previously in the motor) and crower pistons and rods. Port and polished, more to list but yeah. I have the evo IX turbo, and a few people have said to me, "oh getting all that work done that stock 9 turbo is useless" "might as well put a bigger turbo on it". Obviously a bigger turbo would be sick.
My question is the 9 turbo (@27psi) will be just as effective with the new motor as it was with the old? Old motor only had the cams. Will i lose horsepower pretty drastically after a certain rpm (lets say 6500rpm) being that its not a big turbo?

Yes... Boost taper will be a huge issue on a well builthigher reving motor. Is it useless to use a small turbo? Not at all... I have a motor easily capable of 700-800hp and an ef4 bolted up... But if i go autox i plan to swap it out for a small turbo to get my bottom end back. With a big turbo you'll make crazy sick dyno numbers and possibly be a drag king/queen... But outside of a straightline your *** is mine...

You're going to be blowing nothing but hot air out of the compressor. Let us know how it goes in the New Mexico heat.

To avoid boost taper and hold 24 PSI or whatever you set it, you should use a quality DV. I have been using a synchronic DV from synapse engineering for the last few years and it holds boost rock solid, but I still have about 2 PSI of tapering. I'm still using the stock WG & WG actuator (on a stock turbo the WG is built into the turbo). Replacing this could further reduce tapering.
I run a stock turbo on a 2.4L, and it's the most fun setup I've felt in a while! On the upper end, I'd say you could make around 400whp on 93 (good cams, IM, dump, EM, etc), but the power will be instant, so like jopeph said, unless you're on a straight highway doing pulls all day and night, fun power > big power.
350 is easy, I have an evo 8 with 354hp for the last 40k miles or so on a stock block with only 92 octane with a stock 9 turbo, I have a ported, coated and Fp compressor housing one in a box ready to swap out I just haven't had the time.
