Vacuum flutter from bad lifter?

Vacuum flutter from bad lifter?

My car at idle has a 1/2 - 1 inhg flutter on the vacuum gauge. It's been like that for a while and I always assumed it to be my cheap autometer gauge, but I recently replaced it and it does the same thing with the new gauge. I did a boost leak test and found no leaks. The car has what sounds like a lifter tick so I'm wondering if a bad lifter could possibly do this? Car seems to run and drive just fine, but I do have 272 cams as well.
