Funny oil on oil cap
The Environmental Protection Agency considers the illegal dumping of motor oil to be an environmental violation. According to the EPA, used motor oil from one motor vehicle can damage and poison the drinking water to be consumed by 50 people for an entire year. While the federal government does not implement across-the-board laws and punishments for illegally dumping hazardous materials such as motor oil, states do enforce such laws and have their own unique consequences for individuals or businesses caught illegally disposing of such materials.

Yes but in the next post he said that is an old oil container he poured it into to see if it was ugly like the oil on the cap. There are weeds in the old oil pan.

Quit freaking out. It's probably just condensation. It happens if you run the car for a short time and don't let it warm all the way up. Your head gasket isn't blown.

but on a more serious note. As stated previously milk in the oil cap doesn't mean blown head gasket. That can happen when the car has been sitting for a while and not been brought up to operating temp in a month or so. i would warm it up and drive it hard for a bit. When in doubt, pin it.

Ok, true condensation can cause this if the car has been sitting...However, the OP never mentioned the car was sitting--- unless it was during the oil dump-- facts aside, I vote blown headgasket.
OP did mention car was just previously bought and he had it running just to move it around the garage. BUT just to humor you. Let's say he has been driving it, even dailying it. How come his oil came out perfectly clean? even if it was a tiny leak that didn't contaminate his oil, if he drove it a lot he would lose coolant and the car temps would start to go up. OP hasn't mentioned any of this. Just the fact that there is "Funny oil on oil cap". While i don't know all the facts, I'm pretty sure it's just from the car not being driven hard in awhile.
