2.3L Stroker on Stock turbo, hurting HP?

2006 Evo IX MR
Stock Tranny with an ACT Unsprung 6-puck clutch

My engine is a built 4G64:
JE Pistons 9:1 Compression with 4G64 Crank (100mm Stroke)
TurboTuff Rods
Ported Head, GSC S2 Cams with Beehive Springs
Map REV3 Intake manifold and 70mm TB
Nisei Intercooler (Very large)
Stock turbo (30psi boost on E85) with 25psi FP Wga
Map Long Tubular Exhaust Manifold
Megan O2 housing, with a full 3" Exhaust
255 Walbro with 1000cc Injectors (stock rail)
Stock Computer, stock everything else. (unless I forgot to state something)
Purchased but not installed: Spark Tech Non-CDI Coil pack, 400 Walbro with FIC 1450. (FP Black BB turbo in mind)

The Engine under heavy load (4th Gear pull), will start having high knock while on the Dyno, on the street it will behave much better, but still not able to generate much HP. The thought behind the high knock counts, its because the Stock Turbo is working so hard due to the huge amount of air the engine needs, that its generating a lot of heat, thus generating detonation due to the hot air in the engine. The car is tuned to stay in the mid 11's for AFRs. Another theory is that the Knock sensor could be not torqued or working properly.
Other cars on the same Dyno, but with Stock Engines, are making 375whp and wtq.

I am looking for ideas on what the problem could be? or if anyone else has experienced the same issues or similar. I attached a sheet with the Dyno Graph

Temperature that day was 75F Outside.
Tucson, Az - Elevation is 2650 ft

I have a very similar set up. LR2.4, curt brown ported head, cb ported intake, cb ported exhaust manifold, cb ported Evo 9 turbo, bushur 65mm throttle body, ets 3 1/2 intercooler, s2 cams and valve train, 3" exhaust, spooling up cop, etc....... I only made 410hp and 420tq at 27psi on 93. By end of run was down to like 17psi. I was at sea level and pretty sure the ego was turned up on the mustang dyno there. The time befor when I was there I made 370hp and 400tq in 30 degree colder weather. Only change was ported tb and cop. My numbers spiked up but turbo could not keep up with extra displacement and porting.

it's a torque monster. it is what i expect to see from a 2.4 stock turbo.

I just wanted to make sure that the turbo was the reason why I wasnt able to see that much HP. I will go ahead and install the spark tech coil pack and get it retuned and see how it does, I really hope that the coil pack will help me add 15-20HP and bring it back up to a more normal/usual HP range for 2.3L Evos with stock turbos.

didn't like 2.3+stock turbo. had similar setup with IX turbo. spool is fast and hits hard, but it runs out of puff after ~5 K rpm.

Here is what a larger turbo did for my 2.4. (EF4)

Power is still low (91 octane high elevation) But look at the changes to the powerband!!

(vs. stock turbo)

I've been around a few 2.4's and none of them would make as much whp as a 2.0 with the same mods would.. not saying it can't be done of course.. just seems it does require a little to get it to breathe properly. Still nice to have the torque/spool etc.
