Would you build this head??
Actually, I am a walking Shop Manual. I am a Retired Automotive Instructor 
I state the facts for a reason, you still do not know if the head is usable without the measurements of the Camshaft Bores.
The proper way to measure them is with a Dial Bore Gauge. A Snap Gauge or Plastic Gauge is an alternative. Any competent Automotive Machine Shop will be able to perform this test to verify the head is usable.
If the head was already measured and has been honed beyond the maximum clearance, then it is a boat anchor

Yes, I am sure they can measure it and they will since they have it and I can not do it myself. However due to what they saw I believe they thought they didn't have to go crazy measuring to have the conclusion. Thus, they called me instead of starting on the machining.
Maybe also the RTV stuck to the head where the cam seals go says something? Maybe that infers that the honing is not in spec and causing the cam to spin eccentrically wiping out cam seals.

I have a really dumb question: I bought a used head. It looks to be in good shape....but no cam caps! Do I just throw the head away? I can't just buy new cam caps?

The caps are installed at the factory and align bored as an assembly. Therefore if you do not have the matching caps you are looking at scrap metal

Roadrunr you seem to drop a large amount of good knowledge on these guys, thanks for doing so. As for the guy that bought a head without caps, sorry bud buy another head with caps.
Roadrunr: Regretfully, I did not express myself clearly with my single worded response. I only meant that my purchase of a head w/o caps was typical of the mistakes I seem to always be making....Meaning that it is par for the course for me to commit that sort of error when purchasing used parts for my Evo.

No, actually I was looking for other honest opinions. I am not going to use this head since I don't want to build something that will give me any issues. If I am going to spend $2500 I would like to ensure everything will be good to go and have no worries.
That is the whole point. Do you think GSC would have contacted me if they thought everything would be in spec? Exactly.
The seller wants to speak with GSC again but at this point I just want a refund and to start looking for a new head that I can build. At this point I bought a head that was supposed to be free of damage so I believe what I should get a refund as there definitely was damage.
I get it, Don posted what you will see if you read a shop manual. That information is helpful but most of his posts are like that. I actually respect his opinion, it is obvious that his extensive experience is helpfull.

If I bought an "undamaged head" I also would not expect to receive a repaired head and would therefore want my money back. I wouldn't invest $2500 on a head like that either.
With regards to the silicone, some mechanics install seals with silicone as insurance because they don't want to have to pull it down again because of possibly leaky seals. Not the method I like, but the presence of silicone does not necessarily mean the seals cannot seal.
