Turbo problem or something else

Turbo problem or something else

So I bought a used EF4 that supposedly came off a car running 23 psi with it. I checked the turbo for shaft play when it arrived everything checked out, turbo was in great condition. The shop that installed it checked it out and said it was good to go. Neither of us pulled of the o2 housing to check the backside ( i understand that this was probably a huge mistake, however its already on.) now i went to go get the car tuned and here is where some confusing parts start to surface. they turned the MBC all the way down car boosts fine no issue car makes 358, started turning the boost up car makes 340 something, tuner asks me if the MBC is sensitive i told him i dont think it is (it is a grimmspeed MBC) so few more runs and its is hovering around 380 tuner tells me that he thinks something is wrong because now the boost gauge is fluttering when it is rising between 15-20psi. They give it another full turn on the MBC car makes 400 and guage is still shaky tuner asks if maybe the turbo installer left something in the system. goes back to tuning. car is at 20 psi gauge is shaky and car is making 420 tuner tells me the car has plateaued and he thinks the turbo is rubbing on the exhaust side and thats why the boost gauge is shaky while in boost. driving the car on the streets and the boost gauge is smooth from what i can tell but i cant stare at it while im driving obviously and its hard to film because the stiff suspension

The tuner is a reputable tuner and i have nothing bad to say about them, i am just wondering if anyone has had a similar problem with their turbo or maybe its the gauge or something else.

the car has a BR 2.3L motor, 272 cams, ported intake manifold, 70mm T/B, wally 255, 1200cc precisions, JMF tubular exhaust manifold, 3" TBE, HKS intake

420 for a plateau seems a bit low, maybe the MBC needs more turns then we thought or something again not the tuners fault jjust trying to find other solutions then buying another turbo

You didn't mention anything about a boost leak test in your post, but I'm assuming you did do one?

correct i did a boost leak test, the turbo installer fixed all leaks he found and replaced all vacuum hoses
