Hi first off I apologize if I am posting in the wrong section, I'm new to posting here.
I have a 96 Evo 4 it's mostly stock except Evo V ecu and a boost controller and guage. I've had two different controllers hooked up, one manual and one electronic and no matter which way I turn it the boost never goes up, always consistently hit 9 or 10 pounds never higher. Could anyone tell me where to look next? The guage is reading accurately and I'm sure there is no leaks. I'm thinking maybe the actuator? Kind of lost here. All help is appreciated thanks!

 

Do a pressure test make sure your not leaking anywhere. Then check the actuator make sure it's not rusted and looks up to par. I would check my vac connections also make sure everything goes where it's suppose to go.
