Fuel Pressure Regulater

Question Fuel Pressure Regulater

First time posting here but I have a quick question. I just installed a walbro 450 on my 03 evo 8 and a fuel lab fuel pressure regulator. i jumped the relay on the pump to run it to build pressure to the regulator but it doesn't go above 10psi? After installing fuel pump i started the car let idle for about 30 minutes so issue's once it finally started. Then installed fuel regulator and tried adjusting it while cranking it over, car won't start. Also what should my pressure be around when idling? I have full bolt-ons and tune to E85 (bad tuning shop previous owner went to).
Any help is appreciated.

Check to make sure your fuel pump is seated correctly in the housing and make sure its getting a good seal.
