O2 dump stuck open / no boost

O2 dump stuck open / no boost

I just finished getting the engine swap completed on my evo 8 and I go to start it up and the O2 dump is stuck open and I have no boost.
I checked all of the inter cooler pipes and all of the clamps are tight. I am really at a loss here.
I need to get a new egr solenoid because 1 of the plastic nipples broke off, so I have a coupler joint the 2 vacuum lines together right now.
I'm so close to driving this car for the first time in almost a year if I could just get this O2 dump problem fixed. I separated the O2 housing from the hot side today and the divided gasket is fine and I tightened down all 5 bolts with new hardware and lock washers.
Anybody have any ideas?

02 dump open = wastegate not working. it sounds like the actuator is broken. you may need to replace it.

yeah I would agree with Kaj. I had a similar issue where I forgot to put in a metal ring in my new wastegate and it was stuck open due to that. What wastegate do you have?

It appears to be an OEM 9 Wga......

The flapper my also be getting wedged on the O2 housing gasket and getting stuck as well...

Do you have an VIII, or a IX turbo on there?

I had the car running and removed the Wga rod and was able to move the flapper freely by hand and it wasn't getting stuck...

When you removed the O2 housing, did you leave the actuator attached? You should be able to see if it's stuck open from the get go without any pressure to the actuator.

I removed the Wga all together before removing the O2 housing. I removed the exhaust manifold the hot side and the O2 housing all in one piece with the turbo still in the car.
Does the turbo have to sit in the hot side in any particular orientation?
