I drive a 06 Evo IX SE....Got the 3 lights and checked the code by jumping pins 1 and 4 on the OBD II connector. Code 82. So the First thing I checked was the Fuse by the positive battery terminal (good). The next thing was the relay and the connections to it. I tried testing the motor on the pump by turning the ignition to the ON position and holding the gas pedal....Nothing. The motor is not activating at all. It used to activate before this so I do remember the sound and what to listen for. There are no other codes present. So at this point I assume I need to get the bumper off and try connecting a direct 12v source to the power of the motor to see if it comes to life. Does anyone on here have any other suggestions for the next level of troubleshooting or should I just go ahead and be ready to order the rebuild kit for this thing...

 

As long as an code like 80, 81 or 82 is stored, the Pump Motor will not be actuated....

Clear the code or cycle the ignition and wait until only one of the lights will be on. ( evo 7 to 9 there are no permanent power to the ACD controller, so after an Ignition on off on cycle ( off = complete off ) the ECU starts without any codes ( differs from Engine, ABS and SRS Ecus )

EDIT: It seems that the USDM ACD ECU stores the codes, so you will have to clear the codes with Evoscan or alternative disconnect the Battery main for about 10 Seconds ( Radio Head unit and all ecus will reset also ) OR disconnect the 2 Plugs at the acd ecu for 10 Seconds.

Then use the throttle for activating...you can hear the relay switching then

after Pump was running fine, the one light stay alone.

IF the pump fails, all three wil lit instant

 

I will try clearing the codes by disconnecting the Battery tonight and will get back to you. Thanks for the advice.
