Hello, I'm Warren, 27, from Tahiti, French Polynesia, I'm TechnicianI for FCA group, Nissan/Infinity and some other brand but not Mitsubishi...
I'm the owner of an Lancer Evo IX RS, 10.000 miles on the car and on the build.
The car has an AMS engine 2.3RR, GT35R Turbo Kit, AMS EMS, Ohlins Suspension, Alcon Brake Kit, Buschur Ignition Kit, AMS Fuel Pump Kit, Full Exhaust System, and a lot...
I'm here because I need help with AFR and IAC problem...
Plug replaced, boost leak checked, IAC replaced, remaped... The car don't have MAF sensor.
I think about Wideband sensor problem...
My problem is that I change the IAC... the old one was bad...
I have AFR problem, AFR more than 18 at idle... I never had more than 18 at idle...
When I drive the car... it was like a rally car...
Fuel pressure checked OK
Remaped OK
Injector tested OK
Boost leak checked OK
Intake leak OK
Think about wideband sensor problem but not sure...
"IAC" the same as the older one... and it's a brand new...
Will check tomorrow for scale
Only thing I can think of that would cause anything like your describing other then like you said need a new o2 sensor. Has the car idled ok since you have owned it?

Since I have the car, the idle was OK... it's been 2 month that I have this problem
I would start by looking at the IAC location while its running, how fast/slow the factory 02 trims are working . If they seem ok its possible that your aftermarket 02 sensor is dead.
If the car idled at 18 AFR it would run poorly. If you can drive the car around and it drives normal but indicates very lean I would also suspect the sensor or a large exhaust leak effecting the sensor.
