FMIC intercooler hose cut

Hello from Japan,
I bought my second Evo after kicking myself for over ten years for selling my old 9 MR. The problem is that I am discovering as the days pass something new the previous owner did to the car, kind of like a goofy “choose your own adventure” book. Previous owner installed a Greddy FMIC, and when I went to top off the FMIC spray reservoir I found the car pissing whatever I put into it up to a certain level of the tank. I did some tracing and found that one of the two hoses had been cut, which is why the car was dumping out whatever I was putting into the reservoir. Below is a picture highlighting the one tube of two that was cut. Can I merely clamp off the hose and fill to max capacity? Or is it non-functioning now that the previous owner had an upgraded FMIC installed?
