Ok, I just got done checking all the hoses, retightened everything, still did not fix it however i found that i am missing one (out of four) clamp from the airbox, that should not affect anything right? Any other suggestions on what to check?
According to Mitsubishi, you should be peaking at 19psi (1.31bar) by 3500RPM with a taper down to 16psi (1.10bar) by 6500RPM. This is in 3rd gear. As the gear goes up (higher load) the peak boost occurs at a lower RPM (more flow through the exhaust manifold). These figures are measured during WOT (Wide Open Throttle).

The previous owner may have had a boost controller installed. Check your vacuum lines under the air box. There's a solinoid under there. You'll be able to trace the vacuum lines from the solinoid to the wastegate actuator and turbo housing. It maybe worth spending the $20 to get a new replacement set of lines.

I checked the connections and made sure everything was tight, you think the lines themselves have a leak?
The vacuum lines are no good if they are stretched and yanked. Being that the lines are hard to remove, I wouldn't be surprised if the previous owner beat the crap out of them when the MBC was installed. Another thing to is that the restrictor in the short line to the turbo housing may be missing. This will cause a low boost condition.
Yeah, check the gauge connection. I have an autometer (not my first) and it's dead on; just like all the others. Too many people are quick to slam autometer, but they do make decent gauges.
Make sure all the boost lines are on in correct order. If the previous owner removed them and re-installed them he may have forgotten the proper patter (especially the line under the MAF pipe). If you need the routing diagram for the vacuum lines it's under your hood on the right hand side.

so now im only getting 14psi
what else could it be??! Is it possible that the ECU needs to relearn before it kicks up to full boost? what are possible error conditions that would make the ECU pull boost?
