Even do it has come off the factory it still can be illegal, basically it's how judge/cop interpets the law and it can be different from the way mistubishi interpeted the law.

thats scary i go to a track in wisconsin hope they dont try that sh;t with me i'll show them my car manual and ask them if they visit any mitsu dealer lately(ok i wont tell them the last part, cops love impoundin nice lookin' imports and arrestin' thier drivers,and might like the fact that i am poor hispanic mechanic)

fact of the matter is it can be illegal even if the car is sold stock like that.
in CA its illegal to not have a muffler yet srt-4's have NO MUFFLER.
and yes, what do you know, they can get ticketed for it.
NOTICE!!!!!!!!!!!! IF THE SPOILER IS FACTORY, IT IS NOT ILLEGAL & THEREFORE THE TICKET IS NOT ADMISSABLE IN COURT. they tried this crap in cali & the cops get laughed out of the courtroom!!!!!!!!!!!!!!!!!!!!!!!!!!
