First thing I would do is get a compression check. If its in spec. your not in too bad of shape. Its prolly running ruff because whoever took the mods off did it in a hurry and screwed up something simple to make it run bad. Like a vacume line or something.
Take your $2500 replace the tranny, get a little tune up , oil change and be done with it.
I hate to say it, but you should be glad your getting at least some money back. If you buy something without checking it out first you kinda ask for it. Even if its not local you could have found someone on the boards to go and at least test drive it for you. I mean 23k is alot of money to be spending blindly, especially from the crooks on e-bay.

If you could get some specs on what is wrong with the car I dont think you are going to have much of a problem selling it for 16 or 17k. I know some of my friends might be interested just for a project car they could get cheap and build up.

I just read thru your last thread on how this all started and the one thing I don't understand is, why, the day after you received it and found out it was definetly not what you expected, did you not drive it/get it flatbedded back to the dealership? I see alot of times where people try and deal with things like this over the phone only to get blown off day after day after day. You think the owner wasn't actually there? Sorry dude, he was just blowing you off and its been 4+ months now that you've had this highly damaged car? The day after you found all the stuff wrong with the car it would've been on a flatbed back to the dealership and I would have been there in person wanting a full refund. I can't imagine anyone is going to want to pay anything near what they can get a good running evo for if you try and sell it. And taking it to a dealership to try and pawn off onto one of them is just going to cause problems for the next person who gets it. Sorry you got ripped off, next time do a little more research on the car though, right on the listings webpage you could have gotten a car fax report on it, he even provided the link, would have cost you 8$ and you could've avoided this whole mess. Hope it works out for ya in the end

Too bad about your EVO bro.. I remember the problems with your supra as well.... hopefully this wont turn you away from getting another EVO. They are great cars.

Kinda hard to have a pristine car with those 3 above. Take the 2500 and run. Or quit whining on your problems and do something about it, why have people fight your battles, do it your own damn self. You MUST realize that you did this to yourself.
