is the fq 400 here in the usa or no and is it comeing or no and whats the numbers on the evo 9 and tag? thanks

No. I doubt if it is U.S. spec legal. You'd have to federalize it, which would be prohibitively expensive. And Mitsu knows better than to try to sell $87,000 EVOs to Americans.
