Not really, that doesn't look like it needs to have a new quarter panel.. same thing happened to me. Plus it would only need to be replace if the frame was damaged, it will also cost alot more because you will have to pay for a new quarter panel. They have to cut the piece out and weld the new one in and the car will never feel the same again.

Your ins can go up if you file any claim, vandalism, comp or no. Plus they could refuse to insure me because it happened where I work everyday. They could claim it was a "hazardous area" or charge me three times as much when I renew to get me to drop. Every claim you file is listed on your record, as are any claims filed against you - like as a credit report. The ins agency gets it before they insure you. My husband was hit on the freeway while at a dead stop, obviously not his fault. The car was totaled and it's listed on his file with the reporting agency for car ins, with detailed amounts. Some ins companies weigh it against you, some do not.
