Inspection Question

Well its that time of year and I need to get my Evo inspected . I have NO CAT. on the car but the mechanic said he will pass me so long the OBD doesnt read any codes. I normally have a Check Engine Light after 50miles, but it can be cleared temporarily by unplugging the battery. If i reset the ECU can the OBD Scanner still read any codes? Thanks in Advance
