um.. not too smart by posting your experience here
cuz my friends did the same thing on an sti forums it happens the cop that busted him saw his post and remember his car and gave him a ticket few weeks later and told him nice post on the internet by "calling me a dumb cop"

Cops are haters. Especially to us IMPORTS. Because they know we look better,COOLER, sportier, and our 4bangers can SMOKE thier v8's. Their embaressed and jealous, that's why they hate on us. Go find something else to do HATERS (Cops), like eating 2/3 of the worlds doNuts, or go do some doNuts on the street or something. HATERS

I say nope and he says to be careful cuz theyre cracking down on street racing here in Fresno and people have things like AIR CANNON FILTERS under their hoods. HAHAHA.. i almost started laughing... its kinda odd if i did have nitrous, why would i use it while slowing down?

Talk about your all time back fires.
Sounds like the Cop wasn't too bad. Although you need to come up with a better excuse then "my car didn't come with it". Actually it doesn' matter, there really isn't anyway around the "no plate" deal. Its just plain illegal. Dealers are suppose to be selling street legal vehicles, but some play it cool and allow certain items to slip out of the show room floor. Be Warned, YOU! the consumer is the one that pays for it, not the dealership.
If you have a "50 states legal" exhaust then get it tested and certified by State Patrol. They're the final rule on whats hot and whats not. My cooworker had his custom Sims motorcycle inspected and certified legal by WSP. His exhuast sounds like gun fire, but since its original manufactured equipement it got certified. He carries around a certificate from WSP for WHEN he gets pulled over. Thats why Harleys can get away with thier exhaust, as long as its Original Manufactured Equipment. WSP inspector also stated that any aftermarket motorcycle exhaust is illegal (even if its more quiet). That would follow true for EVO's too. Techinically by law (in Washington) any after market part that alters the original manufactures design for emissions/exhaust is illegal. Check with your own State laws for this, others might be more leniant.
