2000 grit waterproof sandpaper.
LOTS of water (constant stream - have a buddy hold the hose on it while you sand it)
Use straight side-to-side motions. DO NOT SAND IN CIRCLES!!
Use a high speed buffer and several stages of polish to finish them (like a paint job)...careful-high speed buffer can burn/scratch the lenses BADLY if you are not careful.

I am not responsible if you F up your lenses, but this method worked for me. (on another car) and I will be doing it to the Evo this fall.

Yeah listen to Evillusion.. I do resurface my headlight on my Nova and my Lancer and my mom car.. so Wet sand with 2000 until smooth then Rubbing Compound on it with buffing then ur done..
