The turbo doesn't whistle when you start the car. Are you sure you are even hearing the turbo and not the accessory belts or something?

After owning a 2nd gen eclipse and now an Evo, I have been around the 4G63 for a while now. I would say nothing is wrong with your car, since there is a "normal" whine which you might be referring to. It sounds different when you first start the car up to when it is warmed up. You are probably overly sensitive as to what is different between the '04 and '05, but it is probably really nothing.

start up might not be it"turbo"

but when i tap the gas its the turbo because i had my sister tap the gas and for me when i was standing right in front of the turbo and i heard it

it pretty loud too if you do it right....... if you press the gas a little bit harder you don't hear it at all only when you lightly tap it??? my 04 never did this i hope its normal because having a new car with 200miles on it and work done that sux

i guess ill just ask this here when would be a good time to start boosting hard?
i lightly boosted in 3rd and 4th when sould i start full boosting

and how bad would the times be if i went to the track and did not do any drag launches
maybe 14 do you think i could brake into the 13's?

It's normal not to hear the turbo. I think the BOV on the cars recirculate instead of dump to the atmosphere.

I agree with Warrtalon...accessory belts sound like a strong possibility
