Wonder if there is a Japanese delivery on the Evo? Like for the M3s, you can pick it up right off the factory in Germany, BMW has something called the European delivery, you actually save a couple of grand this way.

when we get a car off the truck, they have anywhere from 1 to 3 miles on them. Then our techs get assigned a car to do a P.D.I. That stands for Pre-Delivery Inspection. That means that they go from front to back and includes 5-10 mile drive. The drive on the Evo's are 5-6 miles but the SUV's are a little longer because part of the PDI is testing the 4WD in those. We take a little longer than most because we have a specific route that has almost all types of driving surfaces on it. That way you don't drive your new MR and have the dash rattle or something minor. It's because of the "extra things" we do that we have the #1 CSI in our region, year after year.

Then reverse, this process, from ship to port parking, to a truck, to a dealer then another pre -inspection from the dealers mechanics to ensure the car is 100% good to go.
At the end you car should have at least 3-4 miles on it if not more..
it would be common sense that they get in every car and test the basics before it is shipped 3000 miles. imagine if someone forgot to put in some brake fluid or something - lawsuit.
