bad brakes or allignment?

at interstate speeds(more noticebly), there is alot of shaking in the steering wheel when i gently press the brakes. its not as bad when i hit the brakes hard or when im at slower speeds. i have about 20000 miles on my 03 evo, never had the brakes changed but have had the allignment done at least once.

Sounds like rotors warping - it's pretty common.

turn the rotors and get some new pads (not stock as they are overpriced)

It's when you take your car to a shop and they will cut your brake rotors so it will have no run-out in them.

They put your rotors in a brake lathe or just cut them while in the hub of your car.

There is no difference dude. "Cutting", "Turning", and "Resurfacing" are all the same thing . What they do is check how deep (if any) the grooves are in you rotor with a micrometer (refered to as mike cheking your rotors for allowable limits). Then the mechanic binds them in a vice that spins and they take a big metal rod and slowly scrape layers off the top of the surface of the rotors till the groove or deficency is gone, hence the names cutting, resurfacing , or turning. We good ?

May not be your rotors. I know I had the same problem and it was cause of my tires. 4 days later one blew out so I guess they were right.
