You can import it, getting it titled is a different story. The DOT has crash standards that JDM cars meet almost none of. That's why JDM Evos are lighter. The bumpers and doors have to be significantly reinforced to meet USDM crash standards. The emissions equipment has to be upgraded/changed. These are just the main things among others that you have to get taken care of by a shop that they approve of before they will possibly consider it for titling. There are a few little things and even if you meet all their standards, there is no guarantee that they will do it. You could spend all that money getting it compliant and they still can deny you. Not only does the process cost a lot of money but because of bureaucratic sandbagging, it usually takes months if not a year when all is said and done.
I've heard of the DEA (for drug purposes) cutting JDM cars to pieces as soon as they hit US soil, no questions asked or reasons given. They don't have to give a reason, they're the DEA. And importing it is considered the easy part.
Most RHD "JDM" cars you see driving around are just USDM cars with JDM front clips. It's cheaper and easier. As far as i know, there are no Evo 6/7 owners in the US that have it titled to drive legally on the road. If there is one, hopefully they can help you.
My advice, save your money and buy a USDM IX. All that money that you would have spent just to get a stock car would be more than enough to make one an amazing Evo. Buy a JDM IX rear bumper and call it a day.
