Either way, if you put in the 02 cel fix, it sounds like you didn't get the wiring correct. Who's instructions did you use to install the 02 cel fix?

Look at the attached thumb, it might help.
White/black wire going toward ECU.
White wire going to O2.
It's installed correcty.
I am not completely familiar with that perticular code but from the sounds of it I am thinking the heater circuit is fried in the sensor and if that is the case then the mechanical nor electrical fix will take care of it. Take the sensor out and measure the resistance across the heater coil and compare to the spec.
