Vortex Generator
Getting as non technical as possible, (because no one will probably read this anyway) the vortex generators delay the flow separation of air by making the air flow turbulent. The delayed flow separation increases the air flow velocity therefore decreasing drag, also the velocity around the rear spoiler to increase, and the lift to decrease. Basically it makes the wing more functional.

you've got it partially right but partially backwards there. The VGs DO generate turbulent flow. But... Turbulent flow does not cause the air to"stick to the surface of the car" as you put it. That would be drag, from a Laminar flow.
In this case laminar flow is the enemy because it will build up and cause a reverse flow that will slow down that velocity of the passing air current... drag
The turbulent air caused by the vortex generator flows more widely over the window, increasing down force and causing a streamline effect by decreasing the air resistance of the car.
