the reason they don't just make the wing higher is because of rally regulations.
if you look at the evo's wing over the years, you will see it evolves with each new version of the car. from version 1 up they just kept making taller and taller wings. the wing on the 5 was the tallest ever, then they changed the maximum height allowed and so for the 6 they went with the slightly lower but double decker version to compensate for the loss in downforce. notice the lower level of that wing is curved so that it has more surface area since it is less effective being lower down than the top level.
for the 7 they got away from using the double decker wing by widening the wing quite a bit and hanging it off the back of the trunk a little bit.
for the 8, because of the switch to carbon fiber, they were able to use a much slimmer cross section and sculpt the shape better to allow more downforce and thus they could make the wing narrower (tapers in at the top rather than out like the 7).
the vortex generator is actually a pretty awesome idea, because it allows for more downforce from the wing without actually changing the wing at all.
there are height regulations and they are also based on how far back the wing is. the farther back it is, the lower it has to be, the closer it is to the rear window, the taller it can be.
the latest wing on the actual WRC car is able to have such a tall wing because they moved it right up on the back window, like a hatchback.

the vortex generator breaks up laminar flow to become turbulent flow, which sticks to the surface of the car better, which in turn allows more air to reach the rear wing, thus creating more downforce.
