05 Evo VIII & Evo IX MR dyno pulls

I was not sure if this dyno read high or low, so I brought a friend with an 05 EVO VIII along.
Evo VIII parts - down pipe, cat back, upper ic pipe, lower ic pipe, intercooler, ic hoses, aps bov, intake, intake pipe, grounding wires, manual boost controller at 21 psi. Temp was 51-53F. All pulls was done in 3rd gear.
IX MR parts - drop in filter, cat-back and custom tune. Temp was 57-59F. 1st pull was 4th gear, 2nd & 3rd at third gear. He was pretty pissed, he said dyno reads to low
