Turboback exhaust (with a testpipe or with hi-flow cat), maybe some aftermarket intercooler piping, and a flash of some sort. If I were him, I'd leave the stock airbox on the car for now. Concentrate on those first because intake is not much of a big performance mod since hes doesn't have to much done to the car yet.

Well since he has an intake, I don't know if a mail-in flash would be a good idea.

His car might act all weird because of the intake and not being tuned. I'd recommend a custom tune and TBE.

forgot to mention, an aftermarket bov would be a good next mod as well if he is installing a mbc. I would go with a jdm mr bov, they don't cost to much and hold boost pretty well.

NO WASTE OF MONEY. why upgrade something that works fine, and doesnt give you any power?

The evo does not come with a BOV, it comes with a DV=Diverter Valve. TBE and or lower intercooler pipe

No need to replace the DV unless you have the plastic one and want to increase boost levels pass 19psi, then you should upgrade to a JDM DV MR valve.

sorry I did not which evo he had, because he did not specify. The 03 and 04's I believe all come with the cheap plastic ones. The 04 that I have comes with the cheap plastic crap so I had to change it. If he has the 05-06 then I guess he should be fine for now.
