Getting more than 300whp?
My IX is totally stock now and I'm going to have these mods installed next week. The shop said it'll put down roughly 300whp on a mustang dyno. I specifically asked for decently-reliable setup on octane 91 and stay street-legal.

you will be there no problem. on the note about 2.75" DP, it's good up to 600hp and it's the only one tht clear the IX nicely. the 3" is pretty close to the ACD. if you want to squeeze out even more WHP get some 660CC injectors. where are you located in California ?? there is a well know shop called Tuning Tech, give them a call and ask for Alfred, also tell them Charlie with the yellow evo sent you.

About staying street legal, well you live in California so anything you do to your car is illegal and your mods list already way pass the legal side

I don't have a IX and I could very well be wrong, but I've saw several IXs running a 3" TBE without any fitment problems. My VIII is also equipped with ACD and I have a 3.5" TBE and it fits without hitting anything. Like I said I'm not 100% sure but I think you'd be fine running a 3" TBE...
Anyhow, you shouldn't have any problems putting down over 300 whp. I've saw IXs with just a reflash on a low reading DynoDynamics put down ~ 270 whp.

Actually, you shouldn't be so worried about the number "300," because this is apparently on a low-reading Mustang Dyno. That would be equivalent to about 330whp on a Dynojet, if not more. Unfortunately, there was no reason to get the 2.75" DP just to avoid a 3". There are many IXs with 3" exhausts and no rattling. Also, the HKS panel filter was not a good choice, since it can't be used for the life of the car. Otherwise, having a nice Hallman with a TBE and custom flash is definitely the right path for a IX. To get a little more reliable power without going crazy, you can add a stainless steel o2 housing, LICP, and port your stock manifold.
Then, wait to see if the GSC 280 cams for the IX make good power, because they are only $599 shipped, which is great.

Well califronia law does makes it illegal to replace a functioning cat on new cars with less than 50k miles so if you get nailed and have to see a ref you have to put the stocker back in, and the exhaust needs to be 95db comliant.
