halman boost controller

halman boost controller
I just got a halman boost controller and when I was installing I saw a small hole on the fitting that goes to the wastegate. Is that hole supposed to be there?

It Bleeds Boost So it doesn't Get Traped Between the Actuator and Boost controler. If it isn't there or gets plugged you Actuator won't Close Properly.
