Each state law on license plates is written differently. In Texas, the law does not allow cutting the plate, but it also does not forbid it. It just says all the lettering/text must be visible. So in theory, you could cut a small section from the top and sides (I’ve done this before). While some law officers might issue a ticket, a prosecutor would not be naïve enough to let this go to trial.

No offense, but take a guess. If they could already make it smaller and cut off parts of the plate that were pointless, they probably would. I highly doubt theres any state that its legal to modify the plate.
