Ripped off... Need some input
Have you talked to the folks you bought it from? Did you tell them you are having fitment issues? Did you tell them that you are uneasy due to the numbers on the block being filed off?

the 94 galant mentioned has the 4g63.
Just measure the piston bore and compare that to the bore spec of a 4g64.

Feelin for you man. I hate it when people get screwed by anyone.
First off did you pay by credit card? If so file a disput as they did not sell you what you ordered also it was not right having numbers scraped off. Don't accept it if is not right and don't touch it or try working with it until all else fails.
Also I would contact a lawyer and document this with him and have him send a letter to the vendor.
Next you could also take them to small cliams court. Judges don't like it when people get screwed by companys, beleive me I went through it with another issue (not cars) and I won that one in a heartbeat.

If you have tried talking to them simply post facts. Stay with ONLY facts and don't put any spin on it which could come back on you. Folks who sell stuff for a living must do right by folks or bad pub will kill their ability to make a living.
I know from my own parts importing and resale it was hard enough to keep up with folks trying to scam you that folks with legit issues were easy to fix in comparison. Just keep it real, post the bad AND the good and be ready to give props to them when it's resolved.
In short give them a shot to make it right (with a little heat if needed) so that they can make this a positive for them and you both.

The bore size is the factor which determines the head gasket you need. You simply need to measure the bore, determine the overbore size, and then make sure you get the proper (over)size head gasket to match the motor's overbore. The head gasket does not fit a 2.0 or a 2.3 block -- it fits a specific bore size, and yields a compression ratio based on its thickness. You'll need to make sure that the thickness permits proper head to piston height clearance and compression as well.
The vendor responded saying it is a 4g63 with a .60 over bore... I am now stumped as I was told by AMS and Buschar that the stock head gasket shouldn't have fitment issues. I also wouldnt know how to look at that spec in a head gasket.. I had alot of people recommend Cometic, but not sure which one..
A stock bore head gasket will not work with a .060 overbore. You will need, and should have been provided with, a .060 head gasket. The head gasket cannot protrude past the cylinder wall into the combustion chamber or it will be burned up. If a motor is built so that the pistons protrude past the top of the block at TDC, the pistons will hit the head gasket as well.
Did you know that you were getting an .060 overbore? That's 3rd or 4th size overbore, and usually means that there's nothing left to bore if you ever need a rebuild. I'd sure be unhappy if I ordered a short block and it was overbored to that degree, unless I ordered it that way for maximum displacement.
