cuts in front lower grille?

cuts in front lower grille?
I just noticed today that my front lower grille (intercooler air inlet) has cuts on the upper corners of both side. There are bolts behind those cuts where the front license plate housing can be attached. I'm just wondering if you guys have those cuts as well.
