In Illinois cars 96 and newer dont get sniff tested. All they do is plug into the obd connector and read out fault codes. If no codes stored you pass. They dont even check for a catalitic converter. I would put one on just in case they do check but thats up to you.

The main problem here is the EMS. Most states only plug into the ECU and check for CEL's, etc. Without the stock ECU, they cannot plug into it. This is okay, as I'm sure they can just put you on the sniffer. You'll definately need a cat though. The stocker should suffice as long as they don't test you at full boost with that turbo. I believe they only check you at idle and 3,000 rpm's.

The connector is under the drivers dash by center counsle. Its a black connector next to a smaller white connector

Go to a different insurance company and buy show car insurance, send a copy to the state, and you won't have to do emissions. Keep your full coverage from your regular company.
