California Evos Slower??
JDM EVOs are indeed much more refined out of the box because they are tuned to run 97ron (about 100oct) IIRC.
Also JDM EVOs uses different map sensor (3bar vs 1bar) and as well as Anti-Lag system.
oh, also different turbos on the RS .. Magesium turbine. Not sure if its good or not.. supposedly super quick spool!

California = ****ty 91 Octane, 93 and 94 is far superior. As for racing at the track for timeslips, most tracks in CA have very high Density Altitudes (DA) while those on the East Coast have nice cold weather, and favorable altitude/humidity.. making the cars quicker

To answer the original question, EVOs are not made special for California, your friend is talking out of his rear end. All of the emission devices are the same for all EVO's sold throughout the US.
As stated earlier, all of the Evos sold in the U.S. are the same... there is no California-specific model.
Regarding the JDM Evo, there are differences aside from the obvious (rear bumper, RHD). Certain differences in the engine and its tuning put it actually between 315 and 320 crankshaft hp while being a bit more torquey, as they are rated at 295 lb.-ft (though it still has the 280 ps rating). And let's not forget about AYC, the lack of the crash beams that are required in the U.S., the different HVAC controls, etc.
