could be QTP's electronic cutout. I have one on my car and it sounds real similar when it's popping and what not after he lets off the gas.

yea open test pipe or down pipe. but caar has NO low end power at that point

I think you might be thinking of a naturally aspirated set up, which would lose some low end torque due to the loss of backpressure. Luckily, this doesn't hold true for FI aplications.
