Nice 15 PSI isn't bad. My friend has a AMS tune and builds 11psi in his stage 3 IX.

Here's mine, stock launch limiter builds about 9.5 according to my gauge.

I run ~12 psi @ 5750. A few of the different answers here are correct ... the higher the RPM, the more boost you will build. But, the timing set in your tune can also change the boost. I've built over 14 psi at 5500 before but encountered knock. 12 psi seems to suit my driving style best.

Here is a tutorial I put together for setting up the stationary limiter
