Ok so I did a search and found this part number mit-6410a380. Does anyone have any info on this? Is this the correct number? Is it color coded?

The bumpers are color coded so each part number is going to refer to a specific color.

You are right, it's really hard to find it by the code you have.
Why don't you go for direct purchase with defined color?
Here are some examples

that number doesn't have a color. that number plus 2 letters on the end would have a color. i already tried to order one from mitsu and you cant (i work for a mitsu dealer). that number really doesnt do you any good. might as well by one from a vendor on here.

It's easy, the part is not DOT legal, so MMNA or any of it's dealers cannot/will not import and sell the part. On the other hand all of the vendors that sell them here are buying them directly from Japan or buying them from someone that imports them from Japan.

Anyone in the public here can buy one..........just not from a Mitsubishi dealer in the U.S.

We get them thru our contacts in Japan. The JDM evo ix rear bumpers are not available thru Mitsubishi North of America.

Ok I understand now. Thanks for the info. My local dealer wants 750 for a US rear bumper cover unpainted. Thats crazy. This is way cheaper especially since its painted.

There's a guy on ebay selling the polyurethane (stock material) evo 9 bumper as well. I'd try that first if you wanted an unpainted bumper.
