E brake, need help!!
Yep it's frozen H2O either from a puddle melted snow or it could be condensation from the metal cooling. Any way you're not going to hurt anything as long as you're not dragging a tire, that's close to impossible with the evo.
Just move the car. If you have to rev it a bit (don't launch into another car or ditch) thats "OK", but you are going to have to break them free one way or another. The warm water might help, but its probably not so much of a "frozen" as a "rusted together". Going forward or backward will both accomplish the same thing.
I usually just do 2 clicks unless I have to do more, and if its wet out I just put it in gear. Guess what, steel rusts... end of story.

sprayed some de-icer on it just for good measure and launched it harder than anyone should out of a parking space and broke em free...thanks for input and givin me the nutz to actually launch it haha
The problem is your pads probably had surface rust sticking them to the rotor from being outside.. Just drive the car out of where it sits. If you tried this and the car wont budge then something is really sized together and may require another method of freeing things up
